Sending a repurposed Mars rover to the moon could cost more than $1 billion, SpaceNews reported on July 31. The mission, OPTIMISM, would adapt NASA's Perseverance-class rover design for lunar operations - but the engineering and operational adaptations required are extensive, and the projected cost has ballooned well beyond early estimates.
The Concept
OPTIMISM - the name is an acronym - is a proposed mission that would refurbish a spare Mars rover chassis for lunar operations. The original idea was to dramatically reduce cost by reusing proven hardware rather than designing a new lunar rover from scratch. The spare Mars rover chassis is sitting in a clean room at JPL, fully assembled but never flown.

Why It Got So Expensive
The original cost estimate was $300-500 million. The current estimate is north of $1 billion. The gap comes from adaptations the lunar environment requires: different thermal protection, different landing system, different communications architecture, different dust environment, different science payload, and different operations tempo. Each of these adaptations has turned out to be more expensive than initially planned, and the cumulative effect has been a doubling of the cost.
