Microsoft Merges Copilot Apps and Builds Cowork Into Its Most Widely Used Internal Agent

Microsoft began rolling out a single, unified Copilot application for personal, work and school accounts on August 18, 2026, eliminating the long-standing split between the consumer Copilot app and the Microsoft 365 Copilot app that has frustrated customers for nearly two years. The transition was announced alongside fresh internal data showing that the company's new Copilot Cowork agent reached 58,000 active users inside Microsoft Digital within weeks of its internal release, making it Microsoft's most widely deployed agent to date.

What the Unified App Actually Does

The new Copilot app consolidates chat, image generation and access to Word, Excel, Outlook and other Microsoft 365 applications into a single entry point. Users can connect email, calendars and cloud storage to give Copilot more context, and Microsoft says organizational and personal data will remain separated through the existing commercial-tenant boundaries. Microsoft said no preparation is required from users or administrators; most updates occur automatically. As part of the consolidation, the company is retiring Copilot Podcasts and the consumer version of Deep Research, and converting group chats into individual conversations that preserve a user's own messages and artifacts.

How Cowork Became Microsoft's Biggest Internal Agent

Copilot Cowork, the multi-step agent Microsoft Digital launched internally in July, is now used by 58,000 Microsoft employees to draft documents, build presentations, coordinate meetings and manage ongoing work across Microsoft 365. Microsoft Digital said it adopted Cowork for workflows that span multiple steps, people and applications; unlike traditional chat, Cowork interprets a request, creates a plan, gathers context, and carries work forward over time. The agent is built on Work IQ, Microsoft's intelligence layer for enterprise context, and can run in a sandboxed cloud environment when an employee's device is unavailable.

The Governance Backbone: Agent 365

Running hundreds of thousands of internal and third-party agents has forced Microsoft to build a registry and control plane that the company calls Agent 365. The platform gives administrators a common layer for agents created through Microsoft 365 Copilot, SharePoint, Teams, Copilot Studio, Microsoft Foundry and third-party platforms. Agent 365's registry automatically collects metadata from each supported platform — owner, creation platform, lifecycle state and intended users — and helps administrators identify ownerless, unused or duplicate agents while surfacing agents experiencing rapid adoption. Microsoft released Agent 365 in May as a stand-alone service priced at $15 per user per month and as part of Microsoft 365 E7.

What the Internal Data Tells Us

Microsoft Digital's Nate Zimmer, a senior product manager, said the team used Agent 365 to analyze session activity and location data for Cowork's 58,000 active users in minutes — a task that would previously have taken days of manual log review. Microsoft is developing a three-part operating model involving AI administrators, Agent Identity administrators and security, compliance and governance teams. Agent 365 supplies shared context while Entra manages identities, Purview provides data protection and Defender monitors runtime threats. The company acknowledged that lifecycle support, risk signals and automation capabilities are still evolving.

What to Watch Through Year-End

Three checkpoints follow. Microsoft Ignite in November is expected to bring a public rollout of Cowork to Microsoft 365 E7 customers, alongside new Agent 365 Dashboard analytics that are currently Microsoft-internal. The Microsoft 365 Copilot pricing tier, which currently sits above E7, is likely to be re-tiered to absorb Agent 365 entitlements by Q1 2027. And the next quarterly Microsoft earnings call will be the first opportunity for analysts to quantify how much of the Cowork surge translates into paid seats rather than free internal-only usage.
